How TDUs work.
What is a TDU and how is it different from a retail electricity provider?

The TDU (Transmission and Distribution Utility) owns the wires, poles, transformers, and the meter at your home. They deliver electricity. The retail electricity provider (REP) is the company whose name is at the top of your bill — they sell you the energy. You pick your provider. You don't pick your TDU; it's determined by your address.
How many TDUs serve deregulated Texas?

Six TDUs run wires in competitive territory: the five investor-owned utilities — Oncor, CenterPoint Energy, AEP Texas Central, AEP Texas North, and TNMP — plus Lubbock Power & Light, the municipal utility that joined the ERCOT retail market in 2023. The five investor-owned TDUs cover roughly 85% of Texas customers. Outside these territories, addresses fall under other municipal utilities (Austin Energy, CPS) or rural co-ops where retail competition does not apply.
Does my TDU affect what I pay?

Yes — indirectly. The TDU sets a regulated delivery charge (typically 3-5 cents per kWh) that's baked into every plan you see. Different TDUs have different delivery rates, so the same provider plan can cost slightly more or less depending on where you live.
Who do I call when the power goes out?
