What does TNMP actually do?

Texas-New Mexico Power owns and maintains the wires, poles, transformers, and meters across pockets across texas — north, houston-area, gulf coast. They don't sell you electricity — they deliver whatever your retail provider buys from the wholesale market. Their delivery charge (set by the PUCT) is identical across every provider's plan you see.
Can I switch off TNMP?

No. Your TDU is geographic — it's determined by your address, not your choice. What you can switch is your retail provider, which changes who bills you and what per-kWh rate you pay. The wires, the meter, and the outage line all stay with TNMP.
What is TNMP's outage number?
