The cheapest 1,000 kWh rate among the plans listed on Choose My Power held at 5.6 cents per kWh as of September 2, 2026, unchanged over the past 29 days. That headline price belongs to a bill-credit plan, so a month under 1,000 kWh gives most of the discount back; the cliff census below covers it. The median rate across all six utility territories fell from 16.0 to 15.8 cents. And 16 of the 120 plans listed (13 percent) still carry a bill-credit cliff: on the same plan, a 500 kWh month costs at least $25 more than a 1,000 kWh month.
Every figure in this report is computed from Choose My Power's own daily snapshots of the plans it lists: 120 plans from 17 providers across six utility territories as of September 2, 2026. The numbers describe those listed plans, not every plan in the Texas market.
Rates by utility territory
All rates are the all-in average price at 1,000 kWh per month, delivery charges included, comparing August 4, 2026 against September 2, 2026.

The cheapest listed rate sits in Lubbock Power & Light territory at 5.6 cents. TNMP carries the highest median at 17.1 cents, so the same house pays meaningfully more there before choosing a single plan feature.
Providers that entered or left the list
One provider dropped off: Green Mountain. A provider leaving the list does not mean it left the Texas market, only that Choose My Power no longer lists an active plan from it. That puts the list at 17 providers and 120 plans as of September 2, 2026.
The bill-credit cliff census
A bill-credit cliff appears when a plan's advertised 1,000 kWh price depends on a usage credit that a lighter month forfeits. The plan's own Electricity Facts Label shows it: the 500 kWh bill comes out at least $25 higher than the 1,000 kWh bill, so using half the electricity costs more money.

The steepest cliff on the list as of September 2, 2026 belongs to APGE's SimpleSaver 10 (10 Months). On the CenterPoint (Houston) grid, its EFL prices a 500 kWh month at $93.95 and a 1,000 kWh month at $58.00. Using half the electricity costs $35.95 more.
Cliff plans are not a scam, but they punish mild weather. A household whose usage swings below 1,000 kWh in spring and fall should read the 500 kWh row of any EFL before signing.
The biggest plan-level rate moves
Of the 111 plans present in both snapshots, 102 repriced by at least 0.1 cents at 1,000 kWh. The largest moves, in each direction, with each plan's biggest single-territory change:
Up:
- Just Energy, Power Plus - 24 (24 Months): 8.7 → 11.2 cents at 1,000 kWh on the AEP Texas North (Abilene and the Big Country) grid (up 2.5 cents).
- Just Energy, Power Plus - 12 (12 Months): 8.4 → 10.6 cents at 1,000 kWh on the AEP Texas North (Abilene and the Big Country) grid (up 2.2 cents).
- Atlantex Power, Luminous 12 (12 Months): 12.5 → 13.9 cents at 1,000 kWh on the CenterPoint (Houston) grid (up 1.4 cents).
Down:
- Cirro Energy, Bill Bonus 24 (24 Months): 10.0 → 7.1 cents at 1,000 kWh on the Oncor (Dallas-Fort Worth and West Texas) grid (down 2.9 cents).
- Just Energy, Smart Choice - 24 (24 Months): 11.8 → 9.2 cents at 1,000 kWh on the CenterPoint (Houston) grid (down 2.6 cents).
- Just Energy, Mega Saver - 12 (12 Months): 21.2 → 18.9 cents at 1,000 kWh on the Lubbock Power & Light grid (down 2.3 cents).
A plan repricing under the same name resets the offer for new customers only. Anyone already enrolled keeps the contract rate they signed.
What a shopper should do with this
A rate at or below 15.8 cents per kWh at 1,000 kWh beats half the plans Choose My Power listed in September. A household already locked in below that number has no reason to move: breaking a fixed contract to chase a fraction of a cent rarely clears the early termination fee. The households with a real decision this month are those on expired contracts riding a holdover variable rate, and those whose renewal offer prices above the medians in the table.

Computed from Choose My Power's daily plan snapshots: 30 snapshots between August 4, 2026 and September 2, 2026. Each snapshot records every plan Choose My Power lists across the Oncor, CenterPoint, AEP Texas Central, AEP Texas North, TNMP, and Lubbock territories, with Electricity Facts Label pricing at 500, 1,000, and 2,000 kWh.
"Rate" throughout means the all-in average price at 1,000 kWh per month, delivery charges included, in the territory named. Where a plan carries territory-specific pricing, that pricing is used; otherwise its listed pricing applies. Plans are matched across snapshots by provider, plan name, and contract term. A bill-credit cliff means the plan's own EFL prices a 500 kWh month more than $25 above its 1,000 kWh month.
These figures describe the 120 plans from 17 providers listed on Choose My Power as of September 2, 2026, not every plan in the Texas retail market.
