Processing retail transactions. When you switch electricity providers, ERCOT processes the switch on the wholesale side. They also handle the metering data that flows between TDUs and REPs.
Why Texas Has Its Own Grid
The United States has three major power grids: the Eastern Interconnection, the Western Interconnection, and the Texas Interconnection. Texas is the only state with its own independent grid (though small parts of Texas connect to the other two grids).
This separation dates back to the early 1900s, when Texas utilities decided to stay within state borders to avoid federal regulation under the Federal Power Act. The law gives the federal government authority over utilities that sell electricity across state lines. By keeping its grid self-contained, Texas maintains control through the Public Utility Commission of Texas (PUCT) rather than the Federal Energy Regulatory Commission (FERC).

Wholesale prices. The cost your REP pays on the ERCOT wholesale market influences the rates they offer. When wholesale prices are low (during mild weather and abundant generation), retail rates tend to follow.
Grid fees. ERCOT charges small administrative fees that are passed through to consumers. These fees are tiny compared to your energy and delivery charges.
Market events. During extreme weather or grid stress, wholesale prices can spike dramatically. REPs with fixed-rate plans absorb this cost. REPs with indexed plans pass it directly to customers.
ERCOT’s Governance
ERCOT is technically a nonprofit corporation governed by a board of directors. After the 2021 winter storm, the Texas Legislature restructured ERCOT’s governance. The board is now appointed by the governor, lieutenant governor, and speaker of the House. The PUCT provides direct oversight, and the Texas Legislature sets the rules through legislation.
What ERCOT Does Not Do
It helps to be clear about what falls outside ERCOT’s responsibilities:
